Congressional GOP Support President's Call to Replace Affordable Care Act

US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Federal Closure

The impact on US citizens from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Golf Course

As weekend meeting got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the patient," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Reaction

Democratic senators shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another senator responded to the censure of carriers by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should agree to a 12-month continuation of the payments before discussing the future of the tax credits.

"Inaction is derelict because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some analysts indicated that the essence of such a plan would eliminate the ACA's mandate that carriers cover patients with existing health issues.

After his resort visit, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
